The first of two clips from a Cold War 'relic' unearthed from the "Golden Age of Homeland Security" - "Community Shelter Planning" starring Gene Hackman as Civil Defense Regional Officer Donald Ross. The 22 minute training film was made by the Office of Civil Defense/DOD, a forerunner of FEMA and the Department of Homeland Security. The film does not appear in any of the actor's official filmographies
