learning in its broadest and highest sense, where literature,
science and all the arts may be taught; where the principles
of truth and honor may be established and a noble sense of

fit the citizen to perform justly, skillfully, and magnanimously
all the offices both private and public of peace and war.”
This strategic plan focuses on providing solutions to global
issues that we in Louisiana and the region not only face, but
are uniquely positioned to solve. Louisiana State University’s
pursuit of these challenges will have measurable social,
economic and environmental impact. Specifically, the university
has identified seven outcomes representative of the social
return on investment that will occur through implementation
of this plan.
When President Abraham Lincoln signed the Morrill Act—more
commonly known as the “land grant act”—it broadened the
role of higher education beyond the training of priests and
civil servants by incentivizing states to create “colleges for
the benefit of agriculture and the Mechanical Arts” as wellas “scientific and classical studies.” The goal was to create a
new system of publicly supported American higher education
that would respond to the needs of Americans in every state
and territory, making higher education more relevant to the
broader needs of society. Over one hundred and fifty years
later, this responsibility hasn’t changed and the impact of our
public research universities has had profound effect through
enhancing the social mobility of generations of students
and improving the well-being of the entire nation (and much
of the global community) through contributions to research,
infrastructure, the economy, and our knowledge base.
As one of the nation’s greatest public land-, sea-, and space-
grant universities, LSU has an obligation to serve our region and
nation through discovery, diversity, engagement, and learning.LSU’s contributions to the broad and evolving needs of society
can be measured through the individual and social rates of
return experienced by every citizen in the form of greater
upward social mobility through higher educational attainment;
enhanced human rights and democratization; better health
and environmental outcomes; reduced income inequality and
poverty; more efficient and productive agricultural production;
and lower welfare, medical, and incarceration costs. Through

(3) Conviction of a felony. A copy of the record of conviction, certified by the clerk of the court entering the conviction, shall be conclusive evidence. (4) Conviction of any crime or offense which reflects the inability of the practitioner to practice psychology with due regard for the health and safety of clients or patients. (5) Use of repeated untruthful, deceptive, or improbable statements concerning the licensee's qualifications or the effects or results of proposed treatment, including functioning outside of one's professional competence established by education, training, and experience. (6) Aiding or abetting the practice of psychology by any person not licensed by the board and in violation of this Chapter. (7) Conviction of fraud in filing Medicare or Medicaid claims or in filing claims to any third party payor. A copy of the record of conviction, certified by the clerk of the court entering the conviction, shall be conclusive evidence. (8) Exercising undue influence in such a manner as to exploit the client or patient for financial or other personal advantage to the practitioner or a third party. (9) The suspension or revocation by another state of a license to practice psychology. A certified copy of the record of suspension or revocation of the state making such a suspension or revocation shall be conclusive evidence thereof. (10) Refusal to appear before the board after having been ordered to do so in writing by a duly authorized agent of the board. (11) Making any fraudulent or untrue statement to the board. (12) Violation of the code of ethics adopted in the rules and regulations of the board or other immoral, unprofessional, or dishonorable conduct as defined in the rules and regulations of the board. (13) Inability to practice psychology with reasonable skill and safety to patients or clients by reason of illness, inebriation, misuse of drugs, narcotics, alcohol, chemicals, or any other substance, or as a result of any mental or physical condition. (14) Violation of any of the provisions of this Chapter or of the rules and regulations promulgated by the board thereunder. (15) Failure to comply with mandatory reporter laws. C. The board may require a person against whom it has taken disciplinary action, after hearing or informal resolution, to pay reasonable costs of the proceedings incurred by the board for hearing and any judicial review in accordance with the provisions of this Chapter. These costs shall be paid no later than ninety days after the adjudication by the board becomes final. No license or provisional license shall be issued, reinstated, or renewed until such costs have been paid. (2) The board may charge a hearing fee to include reasonable costs and fees incurred by the board for the hearing or proceedings, including its legal fees, stenographer, investigator, staff, and witness fees and any such costs and fees incurred by the board on any judicial review or appeal. (3) The board may charge an informal resolution fee, not to exceed ten thousand dollars, to include costs and fees incurred by the board for a disciplinary action that is resolved by settlement, consent decree, or other informal resolution including its investigator, staff, and legal fees. D. The board may deny or withhold for a specified time not to exceed two years the granting of a license or provisional license to any applicant or candidate who has committed any of the acts or offenses set forth in Subsection B of this Section. E. Suspension by the board of the license of a psychologist, a provisional license of a psychologist, or a license of a specialist in school psychology shall be for a period not exceeding two years. F. A person who has been refused a license or provisional license, or whose license has been revoked, under the provisions of this Section, may reapply for licensure after more than two years have elapsed from the date such denial or revocation is legally effective. G. The board shall notify all licensed psychologists, provisional licensed psychologists, and licensed specialists in school psychology of any disciplinary action taken against a licensed psychologist, a provisional licensed psychologist, a provisional licensed psychologist, or a licensed specialist in school psychology. The board may investigate any evidence or allegation which appears to show that any person is or may be in violation of any provision of this Chapter. B. The board may apply for an injunction in any court of competent jurisdiction to enjoin any person from committing any act which is in violation of this Chapter. C. If it be established that the defendant has been or is committing an act which is in violation of this Chapter, the court shall enter a decree perpetually enjoining said defendant from further committing such act. D. In case of violation of any injunction issued under the provisions of this Section, the court may summarily try and punish the offender for contempt of court. E. Although they both refer to gender identity, transgender and transsexual are terms with distinct meanings. That they are often used interchangeably has led to some confusion. In most cases, a transgender woman is a woman who was designated (also commonly referred to as "assigned") male at birth but who identifies as a woman. Some transgender women may use the term AMAB (assigned male at birth) in describing their identity. She may take steps to transition, but these steps do not necessarily involve surgery or physical alterations. She may dress as a woman, refer to herself as a woman, or use a feminine name. (Note that some trans men may use the term AFAB, or assigned female at birth.)
Not all transgender persons, however, identify with the man/woman, masculine/feminine binary. Some identify as gender nonconforming, nonbinary, genderqueer, androgynous, or "third gender." For this reason, it is important never to assume that a transgender person identifies with a particular gender nor to assume what pronouns a person uses.
Similarly, not all transgender persons feel comfortable with language such as "identifies as..." For some, it is viewed as a microaggression or an act of "othering" — a cis woman, for instance, would likely never be referred to as "identifying as" a woman, but simply as "being" one. It is important to keep in mind the wide spectrum of experiences within the community and to follow the guidance of individuals.
A transsexual person is one who desires to physically transition to the sex that corresponds with the gender with which she identifies. Transitioning often includes taking hormones to suppress the physical characteristics of her assigned gender. Many transsexual women in the U.S. take hormone supplements, which can promote breast growth, change vocal pitch, and contribute in other ways to a more traditionally feminine appearance. A transsexual person might even undergo gender confirmation surgery (also referred to as "gender affirming surgery"), where the anatomical features of the gender and sex assigned at birth are physically altered or removed.
Strictly speaking, there's no such thing as a "sex change operation." A person can elect to have cosmetic surgeries done to alter their physical appearance to match conventional norms associated with the gender with which they identify, but anyone can have these procedures done, regardless of their gender identity. These surgeries are not limited to transsexual people.

A potential violation of any law administered by the Board of Ethics can be reported by submitting a complaint to the address below:

Complaints filed with the Board must be in writing and signed by the person submitting the complaint.
The complaint should also contain sufficient information for the Board to determine whether a potential violation of any law within the Board's jurisdiction is presented. Persons filing non-sworn complaints only receive notification of the final disposition of the complaint. Alternatively, a complaint may be sworn before a notary.
