China's largest microblogging site Weibo (which is a direct analogue in the West and in Russia is Twitter) has introduced new rules that establish a ban on the placement of unwanted messages to the authorities of the country.

Forbidden List

Reports on the introduction of new restrictions in the Weibo appeared on the website The Next Web, which is referred to the English translation of the rules of the site, prepared by an unknown group of activists.

The new rules require that users may not:

Spreading rumors;
Publish false information;
To carry out attacks on other users through personal insults or slanderous comments;
Oppose the main principles of the constitution of China;
To disclose state secrets;

To promote cults and superstition;
To call for illegal protests or mass gatherings.

The administration of the site also reports that bloggers can not use the "allegorical expressions and other ways" to circumvent the rules.
In the past, users of the Chinese blogosphere is not just an abbreviation used instead of specific names and replaced with "dangerous" words specially invented euphemisms.

Blog The Tech in Asia said that the new rules of Sina, which owns the service Weibo, simply repeat the existing regulations in China.

"They took them directly from the Chinese laws, which are both related to the content of blogs - regardless of whether they include in their contracts Sina" - say the authors of the blog.

«Это признак того, что власти Китая пытаются ограничивать интернет, но наиболее решительные люди все равно найдут способ обойти эти ограничения, — говорит эксперт по Азии из Королевского института международных отношений Керри Браун. – Есть традиция, при которой люди выражают свою точку зрения, используя непрямые методы. Я очень сомневаюсь, что эти правила что-то изменят».

По данным компании Sina, на сайте Weibo зарегистрированы более 300 млн пользователей.

Запретный список

Сообщения о введении новых ограничений в работе Weibo появились на сайте The Next Web, который сослался на английский перевод правил сайта, подготовленный неизвестной группой активистов.

Новые правила предполагают, что пользователям запрещено:

Распространять слухи;
Публиковать неправдивую информацию;
Осуществлять нападки на других пользователей путем личных оскорблений или клеветнических комментариев;
Возражать против главных принципов конституции Китая;
Раскрывать государственную тайну;
Угрожать достоинству Китая;
Пропагандировать культы и предрассудки;
Призывать к нелегальным протестам или массовым собраниям.

Администрация сайта также сообщает, что авторы блогов не могут использовать «иносказательные выражения и прочие способы» для обхода правил.
В прошлом пользователи китайской блогосферы не раз использовали аббревиатуры вместо конкретных имен и заменяли «опасные» слова специально придуманными эвфемизмами.

Блог The Tech in Asia отмечает, что новые правила компании Sina, которой принадлежит сервис Weibo, попросту повторяют уже существующие в Китае нормативы.

Борьба со слухами
